§1 Acceptance of Terms

These Terms and Conditions ("Terms") constitute a legally binding agreement between you ("Player", "User", "you") and phbingi ("phbingi", "we", "us", "our") governing your access to and use of the phbingi website located at https://phbingi.net and all associated games, services, and features (collectively, the "Platform").

By accessing the phbingi Platform, creating an account, making a deposit, participating in any game, or claiming any bonus or promotional offer, you confirm that you have read, understood, and unconditionally agreed to be bound by these Terms, together with our Privacy Policy and our Responsible Gaming Policy, each of which is incorporated herein by reference.

If you do not agree to these Terms in their entirety, you must not access or use the phbingi Platform. Your continued use of the Platform following any update to these Terms constitutes your acceptance of the revised Terms.

§2 Eligibility & Age Verification

Use of the phbingi Platform is subject to the following eligibility requirements, all of which must be satisfied at the time of registration and on an ongoing basis throughout your use of the Platform:

• You must be at least 21 years of age — the minimum legal gambling age in the Philippines as prescribed under PAGCOR regulations and applicable Philippine law.
• You must be a natural person acting on your own behalf. Corporations, partnerships, trusts, and other legal entities may not register as players.
• You must not be a resident or citizen of a jurisdiction where online gambling is prohibited or where accessing the phbingi Platform would violate applicable local law.
• You must not be a current or former employee, director, officer, contractor, or agent of phbingi, nor an immediate family member of any such person, unless phbingi has granted explicit written permission.
• You must not be self-excluded from online gambling platforms or subject to any court order, regulatory directive, or PAGCOR-mandated exclusion that restricts your ability to participate in gambling activities.
• You must have full legal capacity to enter into binding contracts under Philippine law.

phbingi reserves the right to request proof of age and identity at any time. Where a player cannot satisfy the age verification requirement, phbingi will suspend the account, withhold any pending withdrawals, and report the matter to the relevant regulatory authority where required by law. Any winnings accrued by an underage player will be voided and forfeited.

§3 Account Registration

To access real-money games and services on phbingi, you must register a player account. By registering, you represent and warrant that all information provided is accurate, complete, and current. You agree to notify phbingi promptly of any changes to your registration information.

3.1 Single Account Policy

Each player is permitted to hold only one phbingi account. Opening multiple accounts — whether using the same or different personal details, devices, or payment methods — is strictly prohibited. phbingi employs device fingerprinting, IP monitoring, and payment cross-referencing to detect duplicate accounts. Where duplicate accounts are identified, phbingi reserves the right to close all associated accounts, void outstanding bets and bonuses, and withhold any balance pending investigation.

3.2 Account Security

You are solely responsible for maintaining the confidentiality of your phbingi username and password. You must not share your login credentials with any third party. phbingi will not be liable for any loss arising from unauthorised access to your account where such access resulted from your failure to keep your credentials secure. You agree to notify phbingi immediately at [email protected] if you suspect any unauthorised use of your account.

3.3 Account Information Accuracy

You must provide your real full name, date of birth, residential address, and valid contact details during registration. phbingi is required by anti-money laundering (AML) regulations and PAGCOR compliance obligations to verify player identities. Providing false, misleading, or incomplete information constitutes a material breach of these Terms and may result in immediate account closure and forfeiture of funds.

§4 Deposits & Payments

phbingi accepts deposits exclusively via approved Philippine payment methods including GCash, PayMaya, BPI, BDO, and Metrobank. All transactions are denominated in Philippine Peso (PHP / ₱). phbingi does not accept deposits via cash, international wire transfers, cryptocurrency, or any payment method not listed as approved on the Platform at the time of deposit.

4.1 Minimum Deposit

The minimum deposit amount is ₱100. Maximum deposit limits may apply and vary by payment method and player account tier. phbingi reserves the right to amend deposit limits at any time with reasonable notice.

4.2 Deposit Processing

Deposits made via GCash and PayMaya are typically credited to your phbingi account instantly. Bank transfer deposits via BPI, BDO, or Metrobank may take up to one (1) business day to process, subject to the processing schedules of the relevant financial institution. phbingi is not liable for delays caused by third-party payment processors or banking institutions.

4.3 Deposit Ownership

You may only deposit funds from payment accounts that are registered in your own name. Depositing funds on behalf of another person, or accepting funds from a third party for the purpose of gambling on phbingi, is strictly prohibited and may constitute money laundering under Philippine law.

§5 Withdrawals & KYC Verification

phbingi processes withdrawal requests subject to the completion of Know Your Customer (KYC) identity verification and compliance with these Terms. phbingi reserves the right to delay or withhold any withdrawal pending the satisfactory completion of verification procedures.

5.1 KYC Requirements

Before your first withdrawal is processed, you will be required to submit the following documents:

• A valid government-issued photo ID (Philippine passport, SSS ID, PhilSys National ID, driver's license, or UMID card)
• Proof of residential address dated within the last three months (utility bill, bank statement, or barangay certificate)
• Proof of ownership of the payment method used for deposit (e.g., screenshot of GCash account showing your registered name)

phbingi may request additional documentation at any time in connection with ongoing AML compliance obligations, at its sole discretion.

5.2 Withdrawal Processing Times

Approved withdrawals are generally processed within one (1) to three (3) business days, subject to payment method and verification status. GCash and PayMaya withdrawals are typically processed faster than bank transfer withdrawals. phbingi is not responsible for delays attributable to third-party financial institutions.

5.3 Withdrawal Restrictions

Withdrawal of bonus funds is subject to the applicable wagering requirements being met in full. Real-money deposits that have been used to wager and generate winnings may be withdrawn subject to standard verification. phbingi reserves the right to impose withdrawal limits per transaction, per day, or per week, as communicated on the Platform.

§6 Bonuses & Promotions

phbingi offers various bonuses, promotions, and loyalty rewards to registered players from time to time. All offers are subject to the specific terms attached to each promotion, which form part of these Terms when accepted by the player.

6.1 Wagering Requirements

Unless otherwise specified, bonus funds are subject to a wagering requirement before they may be converted to withdrawable cash. The wagering multiplier applicable to each bonus will be clearly stated in the promotion's specific terms. phbingi reserves the right to void bonuses and associated winnings where a player attempts to withdraw before meeting the wagering requirement.

6.2 Bonus Eligibility

Bonuses are available to eligible registered players only. phbingi reserves the right to exclude any player from a specific promotion at its discretion, including where there is evidence of bonus abuse, use of prohibited software, or any other violation of these Terms. One bonus per household, device, or IP address applies unless otherwise stated.

6.3 Expiry of Bonuses

Bonus funds and free spins have expiry periods as specified in each offer's terms. Unused bonuses and free spins will be forfeited upon expiry. phbingi will not reinstate expired bonus funds under any circumstances.

§7 Gameplay & Fair Use

All games offered on phbingi use certified Random Number Generator (RNG) technology or live dealer operations sourced from licensed game providers. phbingi is committed to offering fair, transparent, and independently verified gaming outcomes.

Players accept that the outcome of all games is determined by chance (for RNG games) or by the physical dealing of cards and spinning of wheels (for live dealer games), and that phbingi has no influence over individual game outcomes. Past performance does not indicate future results.

In the event of a technical fault, disconnection, or game error that interrupts a betting round, phbingi's system logs will be used to determine the appropriate resolution. phbingi's decision in such matters is final. Where a genuine technical error has demonstrably altered a game outcome, phbingi reserves the right to void the affected bet and return the staked amount to the player's account balance.

§8 Prohibited Activities

The following activities are strictly prohibited on the phbingi Platform. Violation of any prohibition listed below may result in immediate account suspension, permanent ban, forfeiture of funds, and referral to the appropriate Philippine law enforcement or regulatory authority:

• Using automated software, bots, scripts, or artificial intelligence tools to place bets, harvest data, or manipulate game outcomes
• Colluding with other players to gain an unfair advantage in any game, including but not limited to poker, bingo, or live table games
• Engaging in money laundering, fraud, or any activity that violates the Anti-Money Laundering Act (AMLA) of the Philippines
• Attempting to reverse-engineer, decompile, or tamper with the phbingi Platform's software or security systems
• Opening accounts using false identity information or on behalf of another person
• Exploiting system errors, glitches, or misconfigured bonus terms in bad faith
• Accessing the Platform from a jurisdiction where online gambling is prohibited by local law
• Using a VPN, proxy, or other technology to disguise your true location or identity for the purpose of circumventing phbingi's eligibility requirements
• Engaging in any form of harassment, threatening behaviour, or abusive communication toward phbingi staff or other players

§9 Responsible Gaming

phbingi is committed to promoting safe and responsible gambling among all registered players. We recognise that for some individuals, gambling can become a problem, and we take our obligation to support affected players seriously.

phbingi provides the following responsible gaming tools, all accessible directly from your account dashboard:

• Deposit Limits: Set daily, weekly, or monthly deposit limits to control your spending.
• Loss Limits: Cap your losses over a defined period to prevent exceeding your budget.
• Session Time Reminders: Receive notifications when you have been playing for a defined period of time.
• Cooling-Off Periods: Temporarily suspend your account for a period of your choosing (24 hours to 6 weeks).
• Self-Exclusion: Permanently or long-term exclude yourself from the phbingi Platform. Self-exclusion requests are processed within 24 hours and are irrevocable for the duration of the selected exclusion period.

§10 Privacy & Data Protection

phbingi collects, processes, and stores personal data in accordance with our Privacy Policy, which complies with the Republic Act No. 10173 (Data Privacy Act of 2012) of the Philippines. By registering on phbingi, you consent to the collection and processing of your personal data as described in the Privacy Policy.

phbingi will not sell, rent, or share your personal data with third parties for marketing purposes without your explicit consent. Data shared with third parties is limited to what is necessary for the operation of the Platform, including payment processing, identity verification, regulatory compliance, and fraud prevention.

§11 Intellectual Property

All content on the phbingi Platform, including but not limited to the phbingi brand name, logo, website design, graphics, game interfaces, software, text, and promotional materials, is the exclusive intellectual property of phbingi or its licensed game and content providers. All rights are reserved.

You are granted a limited, non-exclusive, non-transferable, revocable licence to access and use the Platform for your own personal, non-commercial entertainment purposes only. You may not reproduce, copy, distribute, modify, create derivative works from, or commercially exploit any content on the phbingi Platform without prior written consent from phbingi.

§12 Limitation of Liability

To the fullest extent permitted by applicable Philippine law, phbingi, its directors, officers, employees, agents, and licensors shall not be liable for any indirect, incidental, special, consequential, or punitive damages arising from your use of or inability to use the Platform, including but not limited to loss of winnings, loss of data, or loss of profits.

phbingi's total aggregate liability to any player in connection with these Terms shall not exceed the total amount deposited by that player in the twelve (12) months immediately preceding the event giving rise to the claim.

phbingi does not warrant that the Platform will be uninterrupted, error-free, or free from viruses or other harmful components. The Platform is provided on an "as is" and "as available" basis without warranties of any kind, whether express or implied.

§13 Account Termination

phbingi reserves the right to suspend, restrict, or permanently close any player account at any time and without prior notice where phbingi reasonably determines that:

• These Terms have been violated by the player
• The player has provided false or misleading registration information
• The account is being used for fraudulent, collusive, or unlawful activity
• Regulatory, AML, or PAGCOR compliance obligations require account suspension
• Continued operation of the account poses a financial, legal, or reputational risk to phbingi

Players may also voluntarily close their phbingi account at any time by submitting a written request to [email protected]. Upon voluntary closure, any remaining real-money balance (excluding unmet bonus funds) will be returned to the player via their registered payment method, subject to standard KYC verification.

§14 Changes to Terms

phbingi reserves the right to amend, update, or replace these Terms at any time. Where changes are material, phbingi will provide notice to registered players via email or via a prominent notice on the Platform at least seven (7) days prior to the changes taking effect, unless immediate changes are required by applicable law or regulatory directive.

Your continued use of the phbingi Platform after the effective date of any revised Terms constitutes your acceptance of the updated Terms. If you do not agree to the revised Terms, you must stop using the Platform and request account closure prior to the effective date.

§15 Governing Law & Dispute Resolution

These Terms and Conditions shall be governed by and construed in accordance with the laws of the Republic of the Philippines, without regard to its conflict of law principles.

In the event of any dispute arising from or in connection with these Terms or the use of the phbingi Platform, the parties shall first attempt to resolve the dispute through good-faith negotiation. If the dispute cannot be resolved informally within thirty (30) days, it shall be submitted to the appropriate courts of the Philippines having jurisdiction over the matter.

Where a dispute involves matters regulated by PAGCOR, phbingi will cooperate fully with PAGCOR's dispute resolution processes and comply with any determination made by PAGCOR in its regulatory capacity.
